It is ok you were right about the bad rom re-ran it under my new rom and it loaded up the project perfectly thanks.
Yes I used it as a base to add something to the level.ini file

I think the rom may have been bad I am not too sure, I copied the rom I use normally into that folder would that mean I need to re-run the pdlevelinstaller?

Any time I attempt to open a project it crashes the visual editor but I can still work on ordinary Goldeneye levels using it. Does anybody know of a way to fix this?

The way to get guards to respawn like this is to right click on the guard you want and select Guard Respawn.
I am sure you also have to be out of sight of the original guard to work it and the respaw ...

That would cut off him and the others exit, plus he was turning even though he has his back to the door. So removing the check if bond aimed at guard fixed the problem.

Would it work if i stored the guards somewhere in the level not doing anything until the alarm was sounded then they are teleported there and spring into action ...
