Solved, it was using 1k LZSS_0 variant, just as Zoinkity said. Stole a routine from his MidwayDec. Just had to specify start of data, spits out perfectly fine now!

I had great fun playing the PD XLBA, around its initial release. I thought it did the original great justice. I nailed a lot of top 10 positions for speed running then, too.
