Crosshair movement is weapon sway, you can lower this until it disables. Have you tried increasing mouse sensitivity?

Changing crosshair movement doesn't do anything, it still moves across the screen specifically for Perfect Dark in my case & the vertical mouse speed is still excruciatingly slow.
