I'll have to look at the action blocks to see why Ouromov doesn't spawn. Might be interesting.
Actually the reason I'm posting it is that I find it interesting I never realized the guards spawn from all the way back there, then run over. It seems like Rare spawns a bunch of guards right there all set to run at you. I should look more into it, Rare was clever. |

| That's interesting, I've had times when Ouromov didn't show up but I could never figure out what caused it to happen. |

| OK so Ouromov is spawned in action block 1000. Very simple stuff actually. He spawns if objective bits 00000002. I think it's only set if you're within proximity of Trevelyan. He prob will spawn if you go to Trev himself, unless maybe he disappers by then. In that case, it would probably be impossible to be that close to him and Ouromov will never spawn. |
