Photoshop, maybe? You can resize/edit photos in that.
Interesting how you're talking about photo mosaics...you must have a hell of a lot of creativity! |

I found a program that does it! It's called Photo Mosaic.

If you have an older version of GIMP there's a plugin, and there's a (very) obscure one for photoshop. Unfortunately, both are relatively illegitimate on grounds of setting off the patent police...
