I know chances are the guard was gonna be in statue, but st perters had a lot of missions. He could have easily been in the archives, or the streets. He could have been guarding the tank, or the train at the depot. Hell, he could have been in multiple levels. Also, there was way more helecopters than the one in the frigate. He could have been in surface 2 or statue. Wasn't Xenia supposed to be on the frigate anyways, not helecopter pilot. It is easy to say that the pilot is a man, and looks nothing like Xenia. THere characters could have been used in more than 1 level. But, they removed these and the terrorist and biker, yet they left the 3 Russian Commandents. It seems strange that the characters that were only in 1 level were removed, but there ones were left in the game. Could it be they were left because they were designed for more then one level? Your guess is as good as mine.

Like most people, I'd imagine that the Helicopter Pilot was designed for the Frigate 'La Fayette' mission. He looks identical that of the co-pilot who stole the Tiger (Pirate, in the game) with Xenia. They may have included him at one point, or just designed him prior to creating the objectives with him in mind. Though Onatopp was mentioned by Moneypenny in the briefing, she only claimed that she was "rumoured" to be there. This doesn't mean that she ever actually was a part of your mission. Seeing how Rare changed the story at this point in the movie, their decision to create a hostage situation and terrorist plot to destroy the boat, may have heavily altered the original concept of including Xenia and the pilot. Thus, they were both removed and his character left unused. Well, that's my theory.

You're right about the St. Petersburg Guard. This guy could have been in any of the missions based in that area. The Archives sounds like a pretty good bet, but there are plenty of other stages to choose from. Mishkin wears the same uniform as some of the other enemies at the end of Statue and in the Military Archives. It's possible that these were the St. Petersburg Guards, to help differentiate friend from foe. Maybe the blue outfit clashed too much with some of the maps, so he was left out. He may have even just been a fun alteration of the Ourumov textures that one of the designers made. He was probably in there somewhere, but it's hard to pick out just where.

I forgot all about the pilot that is with Xenia in the movie. That would be wired however, those 2 in the hanger, or next to the chopper. Mayby he would have flown the "beta chopper" that people think was gonna be in the jungle. After all, in the cradle you can see nat flying a chopper, why not have the hele pilot fly a chopper?

A chopper, if you're referring to Natalya, he might allow Bond to help Trevelyan skydive if he's not on your side.

In the movie, she holds the pilot hostage because she's a programmer not a pilot, but it was easier to just put Natalya in the chopper in the game.
