Did you turn the clouds on? Bunker I doesn't have them by default.

Otherwise, if the clouds are on the repetition values could be haywire or the wrong source image is used.

How do change sky in Bunker I and other levels that don't have sky boxes?

Well, I think this is Bunker 2. In the '21990 Modifications' and 'Stage Options', one of the 'Level Sky' boxes is 'RRGGBBCC'. The last two digits must be 01 in order to activate clouds (00 doesn't show clouds).

Mistamontiel, Glide always displays skies for GE and PD. I don't think there's an option to enable/disable it.

BTW, I love how the sky looks in that pic. With that amount of fog it seems a blizzard.

Well, from that picture alone (and no detail regarding what level in specific this is), it could have been one of four different stages. I guess most of us just assumed a Bunker, since you can't see any of the other Surface areas.

To address a different problem, there are no sky boxes in GE. There is only the sky color, cloud color if activated, water primary color, water secondary color, and the images used for the water and sky textures.
They're all autogenerated at runtime using some low-level poly commands.

Currently, the editor can't reorgainize the list of skies, which oddly enough are tied to stage ID numbers. You could replace one stage's sky with another and modify that one, but I think you'll have to do that with a hex editor.

Now, onto the actual question.
There are two possibilities. Either the hexadecimal value in the sky color box doesn't end 01, the cloud motion transit is set so low that it falls outside valid bounds (that means it gets clipped), cloud color matches that of sky, or the fog intensity settings are such that it completely obscures everything at a distance.

Tested against it. The issue here is the fact you used pure white. It overpowers the color of the clouds, and the sky itself is being treated a bit like emissive light. Not sure if Glide has this right or not, but effectively you see the clouds through the sky, not the other way around, thanks to a quirk in the blender.

For instance, if you use the code:
81044DD4 FFFF
81044DD6 FF01
You get the same effect regardless the color of the clouds, or the stage for that matter.

You probably won't see your clouds at all without droping the light level a little. Try something closer to C0C0C001 or lower.

Yeh i started to think about it.I wanted to match the Beta clouds.Even with the beta clouds on the GameShark the clouds still look funky.Must of been why Rare changed the color.

You can't do it in the editor, you would have to export 21990 and manually change the stage id. What stage do you want to add, I could prob tell you spot.

I have two options you can choose from...

Make Frigate have Black Sky...
02 51FC: 00
02 51FD: 00
02 51FE: 00

OR

Allow Editor to let you edit a Frigate Sky yourself...
02 4E86: 00
02 4E87: 1A

Either way, you'll need to open the ROM you're working on in the 21990 Modifications menu, then click the Write 21990 File button at the bottom right corner. Open it up in a Hex Editor of your choice, and go to the addresses listed above and change the values to match those after the colon. It's a very simple process. Save the file, then click Import 21990 button and choose the edited file. The first option will just make the blue sky in Frigate black. There will be grey clouds and normal water. The second option will let you change the sky data yourself inside the Editor by choosing Frigate. It will be missing the water, though. You'd have to put that back in yourself. I suggest using the first option.
