Is it possible, thru the gameshark, to increase or decrease the magazine capacity of every weapon, including the GE weapons, in PE?

Honestly I always wanted the sniper to be more of a sniper.
Like have it have more power(Like the Magnum) and have more of a delay when shooting. Also more of a pull back.

I believe the GS codes you're looking for can be found here...

I had hacked them a few months after the game was released, once Ryan Toluchanian found the ammo capacity for the Dragon. It doesn't appear as though the SuperDragon's Grenade Launcher function is listed, but if you are in dire need of that one in specific, I can get it for you.
By the way, if you need more than 255 rounds in a magazine, you'll have to change the way the code looks. For example...
MagSec 4 has a 1000 round magazine: 8106B9F8 03E8
(just add a "1" after the first "8", and subtract "1" from the last number in address)
