Computer acting weird (before Windows Starts already)

Hello. I have a very weird problem.

When I turn the computer on, the screen acts up very weird already.
I took some pictures:

When you just turn it on:

And when it's all 'loaded', there's a black screen.

What is the problem and how to fix it?

It looks like whatever is making the graphics (either your CPU or your graphics card) is breaking down / overheating.

Try giving your PC a clean so there is no dust, and check if it still gives the graphical glitches.

If it's still doing it, and if you have a graphics card, you'd probably need to replace it.

I'd have to agree with it looking like a video card issue. If it was a harddrive problem the BIOS screen in the first image wouldn't be corrupted. Bootup uses a different method of output than Windows itself and that's why you're losing any kind of picture when the OS starts.

Is it an integrated (on-board) card or one that's in a slot? If it's in a slot you might want to try unseating it and reseating it again. I've had some of my cards back out over time despite the little locks on them. It would also offer a good opportunity to make sure everything is free of dust.

It could also be caused by a power drop-off to the card, something that happened to mine a few years back. Over time a PSU can start to drop off the provided power and it causes a series of rather unusual problems that seem completely unrelated. In my case, it would turn itself off after 30 minutes, sometimes do the same kind of visual corruption, the CD drives either couldn't be read or the trays wouldn't eject, there would be drive read/write issues (usually the floppy drives, but occationally HD), or it just wouldn't go past the BIOS.
One way to diagnose it would be to remove any unnecessary draw for power. Disconnect any CD/DVD/etc. you might have installed and remove any sound/modem/etc. boards besides the video one, then turn on the computer. If you don't have the issue anymore then you're probably going to have to replace the power supply.

Don't attempt to repair or otherwise take a PSU apart! They can contain a lethal electricity! It is very easy to kill yourself fiddling with one! Only ever replace and recycle!
