Well, my only guess would be that it's a device that allows you to play game cartridges from other regions on your Nintendo64. With an NTSC console, one can only use games that are NTSC. But with the Passport Plus III, you'd be able to get PAL or JAP games to run. I've heard of this before, just not the actual names of the products that do it. I might be way off on this one. Anyone else know for sure?

I have one, yeah it lets you boot pretty much any game from another region. It has a slot on the back for the game you want booted, then on the top you put Nario or Goldeneye. It is mainly only useful for Japanese games because our tvs can't display PAL signals.

cant you alternatively just cut out the little notch that doesnt allow for for other regions???

For Japanese yes, but not PAL. Although of course it's still not quite as useful for PAL due to the tv standards. This is a tad easier I guess, the Passport Plus.

I have one of those

Japenese:yes
Pal:Yes (Passport II)

only the second one takes in pal games
