I believe I remember seeing this one before. It's certainly footage that was taken prior to the setup files being completed. The Bunker i is the most noticable. The monitors all have the Bond silouette, while the guards are wearing the jungle commando fatigues. This makes me think that they were simply temporary fillers. If memory serves me, the jungle commando fatigues is the first costume in the list, '00' in value. Also, the Bond silouette usually appears when nothing else has been specified, though I'm not entirely sure if it is also the first of its kind. Yes, it is Beta, but not from very far back.

The green camo guy is first in the list and in the rom if I remember. The bond monitor image is defineately first in memory.
Notice in the first scene that all guns is active. List doesn't look any different.
