It's possible that they put the texture there, but it doesn't display correctly over the wall image. It is also likely that they just didn't put it there, since people would realize that if the other three are all numbered, that balcony must be number one. Again, it could be that they simply forgot about it.
I believe Control has this same kind of thing in the balcony storage room.
Silo even has area name textures switched next to two doorways near the end.
