Is there a GS code to make it so the corpses don't disappear? A screenshot on Subdrag's site would suggest this.

There is...but the catch is it has to be hacked on a per level basis. Here's the one I made for facility.

Excellent. Can a few of those values be changed to refer to Citadel instead? Or will that require a completely new hack

Each time you make a new setup file or level, it'll need to be done for that level. It's not all that hard to do, but it would need to be done on a per level basis. If you look at these codes you could probably find the pointers from the guards, etc. If you give me a RAM dump I could do it for you, but you'd need to be sure you don't modify one byte of that ROM before using the codes.

Nah, it won't work in multi, just solo, if you kill a guard, their body stays. Would be fun in multi, but won't happen.
