I'm not really sure, but I believe it has to do with portals, but I could well be wrong.
the line of vision between you and where you are aiming need to be within the same room OR trespassing portals for stuff to impact. If you position yourself in an angle that prevents things to travel correctly across portals, it's as if those walls didn't exist.
This is just especulation besed on the little I understand so far about goldeneye's tech. Someone more knowledgeable should come and say if I'm right or not, and correct me as needed.

I've known about this for a while as well. Maybe those walls don't have collision detection for bullets going through portals?
I know it's possible to shoot through the floors of the 3 Dam towers if you stand outside them and shoot through the windows.
Also, remember the "Paint the Dam" glitch? I think the Dam's front wall has a certain flag set that the tower walls don't.

I think it is called far clipping or bullet clipping. Portals are the main source of why this happens.

I believe they have a stronger clipping barrier when closer then they do at farther lengths thats why it is called far clipping i believe.

Probably is portal-based, since bullets don't go through the tower walls if you are actually inside the tower.

I've known about the floating Dam lock for a long time. I think I know why it is eerily suspended, probably because it doesn't fall unless shot.

Now for another Dam easter egg! You can see something resembling DK's head if you look down and right when standing on the bungee platform.
