When u release an ex. amount of levels do you get promoted into the Hacker rank?>

Scorpion pretty much hit the nail on the head. Members are promoted based on more than just what "hacking" accomplishments they've made during their stay here at Shooters. You also have to be helpful and kind to others, such as Dragonsbrethren and Kode-Z have demonstrated. How long you've been a member isn't always of importance, as I've seen many a user on other sites who've been around for years and are still unhelpful and don't contribute much of anything to their community. Experience can improve your chances, but it doesn't mean everything, either.

'Hacker' isn't just a title, the way 'General' isn't either. Both have moderator capabilities attached to them. So, essentially, you're (likely unwittingly) asking to be a mod.

There's a little link at the top of the screen called 'usergroups' that lists the members of each, as well as the capacity of the office. Hackers have the authority to moderate posts within the PD/GE sections. Generals have complete site authority. Certain people have abilities above and beyond this as well, not denoted in the usergroup titles. For instance, a few select users have ftp access.

The highest normal position (#post-wise) is 007, which kicks in at ~590 posts.

It is certain that one must not think that the number of posts they have posted count as something of importance. The titles of "Agent","Secret Agent","00 Agent", and "007" are merely for fun. A true rank would be counted on how helpful you have been to other members as Zoinkity mentioned. Sometimes the higher the post count, the more likely that person is a spammer, unless you take their date joined and true rank into consideration.
This is my 400th post; I am now a 00 Agent.
