People have pointed this out before but I'm pretty sure no one has asked. If we can get past the civilians wearing CIA badges (apparently this was just because Rare didn't want to bother making another trench coat model and office workers walking around in the rain in Chicago would look kind of weird), what about the FBI agents in the level? They never appear anywhere else, and there's NO explanation as to what they were doing there, or why you could kill them. Let's not forget the police car that flew away at the beginning of the mission. I can't help but think during radio silence Joanna decided that Federal agents were expendable considering the fact that she already murdered god knows how many private security personnel. Though a more reasonable explanation would be that they were dataDyne/G5 guards disguised as FBI agents, but if that ISN'T true, what was the FBI doing working with the G5 Corporation in a closed of sector of Chinatown in Chicago? ._.? _________________ I'm lord of the friggin' grapefruits, bow before me mortals! Like I said, from what I've heard it's because Rare was lazy and didn't want to make a normal trench coat model for the civilians (I'll admit, it would be weird seeing office workers in normal clothing walking around in the rain in Chicago), and since they already had three, FBI, CIA, and Joanna's, so they decided they'd use one they already had, which was the CIA one. God knows what they were going to use CIA agents for though, maybe more government personnel for Joanna to slaughter?  _________________ I'm lord of the friggin' grapefruits, bow before me mortals! Oi >_> XD Lazy rare. Come on. Honestly, Chicago, it's a very working city. There are lots of business people. It would not make me feel weird at all to see office workers walk around. And what about those office guys in Air base? Could of replaced those CIA with them. _________________

As in, replaced the CIA agents with the office workers? Actually I found beta, alpha, pre-release, I don't know what to call them, but screenshots back from 2000 showing the civilians walking around in normal office clothes. Apparently it was originally a mission where you were supposed to blend in with the normal civilians. I can only conclude now that G5 added Joanna's face to their blacklist (like they already SHOULD have, say in Villa on Perfect Agent considering she just wrecked their building).
Okay, after searching I found it (why I didn't bookmark it like I do everything else is a mystery in it's own, then again I mostly bookmark naughty things and we will not go any further into that. ), link here. I guess in 2023 the "CIA Evil FBI Good" trope was overused to the point the Director of the NSA got tired of it, so he switched it around.

What really surprised me (although I guess it shouldn't have) is that the civilians still have the CIA badge in the XBLA version. I figured since they were editing the models anyway they'd remove it and just rename the body in multiplayer. |

Yeah, that's my guess too. At the same time, it confused the hell out of me the first time I played the game, and the hi-res textures makes it even worse. |

I used to think it was that CIA guy at the beginning who says "greetings citizen" who'd report me in;
but then I found out it was that jerk-weed FBI dude listening in on the corner!
By the way, I never understood the deal with the limo. Is it Trent's? If so, I guess it sorta makes sense that the guy standing next to it is a CIA agent.  |

Better yet, if they didn't want to make another trench coat model from scratch (if that explanation is true), then why didn't they just duplicate the model and remove the badge? If they could that is. I don't know much about modeling or video game making in general.

Yeah, NOTHING about that scenario makes sense.
It must've been what Doak & his crew had set up before they left & the rest of Rare said "Screwwww dem! We do what we want."
Maybe a Twycross employee took the uncompressed model for the trenchcoat? That was probably it.  |

talking about the CIA dudes I once encountered one in AirBase While I was doing the "stewardess in mountain" trick that me and acceptable found out. The CIA dude just was running around and then crouched in front of the main entrance door.Weird. |
