Guards can't stay still?

So, in the editor I setup guards with their default 006 action block; to attack Joanna when they see her. But I noticed before they notice here they are fiddling with air; moving their hands and arms as if working on something. I've tried the 003 action block and they do the same thing. How can I get it to where they just stand up still with their gun in their hand?

Ollllo here:

Are you working on a Buckingham palace map?

if it helps at all, the only time i remember them being perfectly still is after attacking them and turning invisible-
they do not stay still forever - about 40 seconds, then they walk on or stay at one place , remain still, then do some action and then remain still for bits.

what might help is to figure out if the durations for the actions-
see if there is away to program them swatting flies for 3 minutes or so , undoing the wedgie 4 times on succession or anything like that , then the standing still might be the same.

also remember that some guards react to gun wielding-
they might be perfectly still but the moment you take out a gun they should react-

I don't know, I just can never figure it out. It has to be a specific action block
