Most likely its because his computer may not be able to use Mupen64. And if that not it. He may like to play Super Smash Brothers online. And since Super Smash brother is likely to be host on Project 64K. Theres a good chance why.

PJ64 Works on Vista.
and 7.
And XP.
Just check what version you installed from the site.
