It's pretty much Eric Serra's signature sound. The one featured in the game is a bit lower in pitch, but it's a pretty faithful recreation. Perhaps Kirkhope and Norgate even sampled it from the film, who knows.
The sound originally comes from the E-mu Proteus synth module, and is a preset called "Infinite One." Some have said that the sound is that of a tambourine, reversed and slowed down. Serra modified it further to create his sound.
Here's a rar containing the original Infinite One sound, and two versions I put together in Audacity that attempt to recreate the sound as heard in the film and the game. (Could probably just rip the sound from the game, but that makes things too easy.)

A little late to comment, but as I was just searching for this sound as well I have to mention that it predates both the Proteus and the EIII, perhaps going all the way back to the first Emulator. This awesome Rolling Stones cover was released around 1983 and the sound is only used once around 2:01.
