According to the post at http://www.gamefaqs.com/boards/198275-perfect-dark/41028220?page=1, I quote:

"The Janus guard thing happens a lot when a psy-chos-i-fyed friend of yours tries to shoot an enemy, but his gun jams.

the guy he was trying to shoot turns into your friend.

once i had 5 allies at once. and still had 2 shots in the Psychosis gun
it was in the second mission (DataDyne basement)
"

Is that correct? I didn't think anyone knew for certain what caused the Janus guards, and if this is the cause, then I've learnt something new about Perfect Dark today.

I've tried and tried to force this circumstance, but with no joy. I've not seen an enemy who's currently my ally (because of the Psychosis gun) ever have his gun jam, but that proves nothing either way, of course.

Is there a Gameshark code that forces enemies' guns to jam a lot more often, please?
