English patch for Tower & Shaft can be found here:

The N64 English patch converts the arcade title to console in addition to translating it. Read the readme--you'll need it.
In other Aleck64 news, the last commercial video game using it was finally dumped--though I can't exactly link you to it ;*) It's supported by MAME too.

I think I've got it? And basically I need to DeltaPatcher twice with ua3112--all02.u3.xdelta and Tower&Shaft (USA).n64.xdelta?

Each patch makes a different file, so you only need to use it for the ones you want.
ua3112--all02.u3.xdelta creates a binary you'd use with an Aleck64
Tower&Shaft (USA).n64.xdelta creates an English N64 version.
Tower&Shaft (Japan) (Rev A).n64.xdelta makes a Japanese N64 version. _________________ (\_/) Beware

Ignore checksum validation I take it
EDIT: Doh! ua3012--all02.u3 patch success =} Will 64drive use that or need to change extension to n64
