I'm not worried about the editor so much as I am about being able to play other custom levels. Are you sure you have no idea why patched ROMs keep running at low FPS?

In regards to your first problem, there are a number of things that can cause that, most are related to settings within the editor - its also possible that a key file the editor needs is non-existent ...
