Does anyone know what video editing software is the best to use?

It really all depends on how complicated you plan to go. There are plenty of lower-end editing programs with minimal uses, which can handle simpler things. Then there are your higher-end programs that have near endless uses. Personally, I'm used to Adobe Premier. It's what my brother and myself use to edit our short films. You can even get a bunch of different plugins to spruce the overall look up even more. Final Cut Pro is another one. Many people seem to favour it, though I've yet to actually try it.

Ok, I need to get one which has an effect which can roughly replicate the pencil drawn style as seen in a-ha's "Take On Me" video.
