Yep, the objectives were last, the order of the strings in the text files hints at it, and I'm certain there's a screenshot of the objectives being listed as "5" in the watch menu. It makes sense that Bond would get his list of objectives after his briefing, but from a gameplay standpoint it was probably better to put them on the first page so you could quickly check their status in the watch menu.
I find it amusing that the older briefing spelled Arkhangelsk correctly in the briefing, but not in the location, and that it wasn't caught for the final. There's actually a third variation of that Background:
(From Nintendo Power 098)
Of course there's also that text file SubDrag found in PD, which is even older since the M Briefing is also different:

I'm trying to figure out what the full name of the PPK gun actually was. Here is the best screen I could come up with.
I'm guessing that the silenced gun you see below is the PPK (Silenced), but what about that one that is blurred? I'm guessing the final part is PPK, but the first part would be the full name of the gun. I can't quite make out all the letters.
I think I can read all but 2 letters: _ALT_ER PPK |

Why would they have two PPK's in Dam then?
Did you start with the PPK and than found the Silenced one? or the Silencer that is mysteriously in the Set-Up Editor _________________

They probably had Bond start with both before they decided on which one to use in the mission. They seem to have liked swapping them around. |

That's the exact same message I've been getting. Has anyone else in Canada been able to view this video? _________________

"This video is not available in your country. "
CRAP.
Seems Spain is not in the list of allowed countries.
Any ideas about how I can watch this? |

Alright kiddies, I extracted the .flv file directly from that page and uploaded it to my web server.

You will, of course, still need a flash video player (or a video player with a flash codec installed) to actually open it. |

Having watched it again, I noticed that the conveyor belt in Runway has a door. It also makes me wonder if the Dam island was accessible at this time of development. |

I don't know if I could grab a screenshot of it, but for a split second when Bond is using the sniper rifle in Dam, you can kind of see the top of he boat on the right of the screen when he zooms out..or it could be something else. _________________

I have watched all the vide manually advancing frame by frame and I haven't seen any trace of a boat. |

I think it's the side of the docks, where there would be a build up of moss/algae. The boat was green so I can see why you thought that! |

Well from the glass of the Island's tower compared to the tower that the body armor is in that bond goes into
The island was probably well scrapped by the time the footage was released. Though I would always have liked to play the original version with the Island _________________
