I use P64 1.6 and of course, when you download the rom, there is only one file..... but how do you edit all the stuff....

Ok; first of all you need 2 things:
one -
The GoldenEye Set Up Editor 2.4(Which can be downloaded off of Goldeneye Vault.com)
two -
Microsoft Visual Studio 2008 to run the editor.
Once the editor is installed; open the Goldeneye Editor. Go to the tools tab in the top task-bar.
Select "Switch Editor Modes (GE/PD)
and there you go.
I hope this helps
ALSO you may(or may not) need a GoldenEye Rom; not too sure
