Do you mean the video posted by Kode-Z in the first post? That's Super Smash Bros BRAWL for the Wii.
I know there's a huge community developing insane hacks for that game:
-new characters (even if they are 'skins' of the original SSBB characters, not sure if new movesets can ba done).
-new stages (made from scratch or even from other games of the series).
-customizable menus, music...
-even some gameplay changes can be done!
You should check http://forums.kc-mm.com/Gallery/BrawlView.php to learn more about it; there are a lot of hacks there. I don't know how they do it, though.

The tool I linked earlier was for Super Smash BROS 64. The only changes that can be done to scenarios seem to be deleting/moving part of the original courses.

Oh yes you can add your own moves and models to this game. Like Shadow The Hedgehog. His model was made into this game. And he has his own move set as well.
Its awesome and everything.
