Anyone know were to get a DreamCast? I know ebay and all that, but I can not really get pay for that over the internet. If not, then I guess I find the emulator for it.

Check your local game store that sells older systems. You'll most likely find one there for around 30-40 bucks.

You've got to look up refurbished one preferably the SEGA Sports (black) one. And they're ALL unpatched BIOS you can go on a burn-spree and have awesome heaps of homebrew too never crack the console open
Mine was around $50 free ship .. all hookups and controller I forget if VMU was included (the memory card) . I have seven VMUs and surely they fill up easily lol
This console runs like off the shelf ever since , truly spectacular. The eBay seller was LukieGames maybe they've got another one
And you'll even want good blanks too . Cheap Sony Supremas and the like you find around have lots of or bad dye that can hurt your shiit. Those JVC's/Taiyo Yudens are the finest way to go very glossy shiny nothing on them but your ink. Never burn coaster
Heck I even got one pack refunded when I said perhaps someone stole it. And it was sitting behind my porch xD
It's impossible down here to see vintage gaming gear locally o.0 so yeh
