I have a texture issue in my new GE level that causes the textures not to render in-game. This is caused by disabling the Render Mode, and Cycle Type. However, this is again a console issue where on emulator these two settings do not need to be turned off as it works fine. You may be asking: why do you need to turn those 2 settings off anyway? Well, on console, the textures are really blurry and it looks like they're moving in waves. It's really trippy to watch. I've tested on CEN and the same thing occurs.

Need a solution to this, or else i might have to release another level that doesn't work properly on console.

BG needs to have render mode and cycle type used, that is why the screen appears black. Setting DLs to default settings draws the level correctly.

Set the mipmaps level to 1 for the texture within the image editor.

I changed the mipmaps to 1.0, but that didn't change anything. That image that you sent is exactly what i'm seeing right now on CEN. There is a guard there, that is not rendered, aswell as a door. It's really weird. Did changing the mipmaps to 1 work for you?
