The problem is you're missing a 0100 to go back to the beginning if Bond *not* in sight. You're also missing this in the sections below.

have another problem when i go into the room where the civilians are the games stops was there something i did wrong

yeah i went back too it ran a check the editor told me there was infinite loop fixed the infinite loop but want to know how to do intros cam action blocks plus how do u add intro cams in random places and how u get the camera to swirl behind bond

Why are you setting objective bits right away? Generally you only do that later, then match it up by objective like you had there (if true)
