I decided to give it a shot, upgrading to VS2013. I can build both versions (VS2008 and VS2013) from the same directory structure, but I am testing the new build. I am not planning on making the VS2008 version obsolete, just testing to see if VS2013 works, for now.
If anyone wants to try it, please let me know if it works, and any differences, but shouldn't be much (put it in main editor folder, and run it as admin, no need do XP SP3 compatibility mode...I hope)

Note, it targets Win 8, and will no longer work on Windows 98 (I think it'll work fine on anything XP+ though).

Seems to be working fine for me from a quick test, although I do still need to run it as admin. |

Unless this yielded performance improvements, I think I'm abandoning Visual Studio 2013. Just compiles too slow, it oddly takes like double to triple the time of 2008 (and it's starting to take a while now), which is way way too long. |
