Extract text files from ROM or ips patch

Is there a possibility to extract text files, .bin files or .1172 files from a ROM or an ips patch?

I mean if I can extract text files from an already translated ROM or .ips (like GoldenEye in German). I would need this because it seems I have deleted most of translated files. One of the last files left is the ips patch respectively the translated ROM.

Open Tools->21990 and extract all the text files to a folder as .bin uncompressed with original names. Then if you point your text editor to that folder, it will be able to pick 'em up (or if replace in main folder).
